WHEREAS shelters for battered, abused or destitute women and their children are  necessary public service, provided at public expense;

AND WHEREAS women who seek such services are usually emotionally distraught and frequently financial insolvent and desperate, and are therefore both vulnerable and impressionable;

AND WHEREAS many community and church based groups have proven records in assisting members of the community in dealing with a wide variety of personal crisis situations;

BE IT RESOLVED THAT REAL Women of Canada urge both the provincial and federal governments to thoroughly investigate the current operation of existing centres and composition of the Board of Directors and encourage the operation of centres by community and church groups proven and committed to restoring the family, who will encourage a genuine recovery and rebuilding for all victims who access these shelters.
